I tried to re-open a closed survey, and followed the links to do so
(click on survey name, click Publishing tab, click
‘Do you want to re-open your survey?’ link.

A new page with the headline
‘Your survey is launched and ready to collect data!’ opens,
followed by a link to the survey.
However, following the link (http://www.surveygizmo.com/s/47526/transport-access-for-all-review-2008) shows the message
‘This survey is has been closed’.

When I refresh the survey management ‘Publishing’ tab page,
the survey status is Closed again.

As a side issue, last week I downgraded from a Pro to a free
account, but my account status still shows me as a Pro user.

The first priority is to get the survey open again.

Under Edit Survey > Advanced Options, make sure the auto-close date is not set to a date/time in the past. You can also completely remove the info in the box, save, and it will then allow you to keep the survey open.

I successfully re-opened the survey by setting the closing date to a time in the future (July 18th). However, I now want to extend the date again, to July 31st, and this time it doesn’t work,
even though I have set the new deadline, and the survey status is set to active.
