Yes, it is normal. No worries, though.
The reason you get that message is because your survey is restricted to Email Invitees only. The test email is not a real email invitation. That is why you cannot access the survey using the test link.
To view the survey using your test link, go into Edit Survey => Advanced Options and uncheck the box labeled 'Email Invite Respondents Only' in the Access Controls section. Be sure and save your changes. Then you will be able to see the survey with your test link. If everything is in order, then you can turn the Email Invite restriction back on.
