Is there a way to make the descriptive text box that goes with an “Other” line in a coninuous sum?  Basically, if they enter a value for the “Other” field, can the description be made required?  Otherwise, the line should not be required.

Hey!

The continuous sum's “other” option field actually becomes a label for the value entered into the numeric field.

In a nutshell, we don't (yet) offer the functionality of making that “other” field required, but you can use merge codes to write and advanced rule that would Show/Hide a required question that asks for their “other” specifically, on the next page, but this could get a bit messy since the questions are separated by pages.

When is an advanced rule executed?  Is it on page load?

Yes, and Advanced Rule is run on page loads, deciding whether to show the question on that page or not – this way allowing conditions between pages, but not dynamically on the same page like a Show/Hide trigger.
