3. Village Square requirement: To start a Village Square, you'll need at least two local leaders ready to become your "City Board" - one Democrat and one Republican. Elected officials are wonderful (but not required). It helps if they're friends, but at a minimum they both need to be fully committed to this idea. Civility breaks a sweat, you know.
