Ministry of Environment - D-Series Land Use Guidelines

The (former) Ontario Ministry of the Environment published the D-Series Land Use Compatibility Guidelines to address land use compatibility policy challenges in 1995. The Ministry subsequently ceased technical contribution to planning matters and the D-series guidelines have not been consistently applied by municipalities. Several issues have resulted where developments have been approved without assessment and caused significant impacts to existing and well established industrial uses. The guidelines were intended to assess the impacts of new developments in proximity to existing industrial uses, to protect against incompatible land uses. The guidelines and their application warrant updating.

A complete list of the Ministry’s D-Series regulations is available for review here. The D-6 Guideline is most applicable to industrial land use compatibility.
