FY19 Policies for Effective Adult Basic Education

Introduction

The purpose of this survey is to collect field input on the FY19 Massachusetts Policies for Effective Adult Basic Education in Community Adult Learning Centers and Correctional Institutions (the Policies). Aligned with the Indicators of Program Quality (IPQ), the purpose of the Policies is to provide an explanation of policy requirements derived from multiple sources including federal legislation, research and data, and practitioner wisdom and experience. Compared to its predecessor, the Policies reflect shifts toward an ABE system focused on outcomes; program flexibility; and alignment with Workforce Innovation and Opportunity Act (WIOA) priorities. As you read the document, please note we have included:
 
  • draft language for new policies not yet finalized (e.g., Risk Assessment);
  • current policy language as placeholders for policies that we know need to be changed (e.g., Follow-up and Automatic Exit Schedule); and
  • hyperlinks as placeholders for documents not yet posted (e.g. http://www.doe.mass.edu/adp).

We look forward to reading your responses to the questions below based on the ACLS Theory of Action. Your feedback will inform future revisions to the Policies prior to their official release in July 2017.
