Foreign Teacher Panel (FTP) Guidelines

1. Welcome!

Please use this survey to share your feedback on the draft of the Foreign Teacher Panel (FTP) Guidelines. Public comment will be open through Friday, November 3, 2017. ESE will use feedback from the public comment period to make any necessary revisions to the FTP Guidelines. The final Guidelines will be released in November.

On June 27, 2017 the Board of Elementary and Secondary Education approved changes to the Regulations for Educator Licensure and Preparation Program Approval (603 CMR 7.00) and among the changes included a process whereby applicants that were prepared outside of the United States could obtain a license via a panel review. These guidelines are intended to assist applicants that may have been prepared outside of the Unites States with the panel review process, including they type of documents that will assist them through this process.
