Introduction

Homeless Housing Expansion Initiative Application for Supportive Housing and Rapid Rehousing

The Continuum of Care (CoC) Action Agenda is a strategy and work plan to encourage the CoC, led by the Department of Family and Support Services (DFSS) and All Chicago to become more responsive, collaborative, and action-oriented in our work to end homelessness. The Action Agenda supports the community's vision for the system where people at risk of, or experiencing homelessness, are identified, assessed, and referred for services and housing within 90 days of their crisis. To achieve this vision we also need to reach certain system benchmarks that will allow the homeless system to be more responsive:
  • Reduce chronic homelessness by 25%
  • End chronic homelessness for veterans by December 31, 2018
  • Reduce street homelessness by 25% by 2020
  • Reduce the number of youth experiencing homelessness by 25%
  • Reduce the number of families experiencing homelessness by 25%

The Homeless Housing Expansion Initiative application will allow the Pipeline Expansion Work Group, led by Corporation for Supportive Housing (CSH) and All Chicago, to monitor, support, and track a list of projects as they come to fruition to meet the unit goals by population and intervention that were affirmed by the CoC Board. This process will allow the Work group to validate the following about proposed projects:
  • The commitment to help meet system goals as tracked through HMIS and Coordinated Entry
  • The commitment to creating housing that adopt Housing First strategies and align with CSH Quality Standards in project design and administration, supportive services, property and housing management, and community
  • Population focus is in line with unmet needs as evidenced by community data
  • Cost are in alignment with general understanding of financial modeling
  • The timelines are managed and projects have additional access to technical assistance and funding coordination
  • The Action Agenda can directly link proposed and opened projects to system outcomes
How it works: Submissions to the Homeless Housing Expansion Initiative will be reviewed on a monthly basis by a local committee of CoC Stakeholders (funders, intermediaries, community providers, people with lived experience). The committee will provide a letter of consistency to the submitting agencies, with an evaluation of how the proposed project aligns with CoC goals, and where there are areas that need addressing to achieve alignment, such as service paradigms, priority population, tenant selection standards, etc. Project sponsors may take the letter of consistency to include in formal funding applications such as Continuum of Care, Chicago Housing Authority, Chicago Department of Planning and Development, Chicago Department of Family and Support Services.

To receive a letter of consistency, at a minimum there must be strong evidence of a project timeline and budget, named project partners named (housing, services, developer, etc), clear target population, and completion of the CSH Commitment to Quality Checklist.

Follow up technical assistance may be provided by Corporation for Supportive Housing.
