Metro Tunnel - Rail Infrastructure Alliance Development Plan - Eastern Portal

Introduction

Have your say on the draft RIA Eastern Portal Development Plan

The Rail Infrastructure Alliance (RIA) will build the tunnel entrances in South Yarra (Eastern Portal) and Kensington (Western Portal), including the construction of a cut-and-cover tunnel, decline structure and track work to tie in the Metro Tunnel with the existing rail line.

The draft RIA Eastern Portal Development Plan sets out required surface works to deliver the eastern tunnel entrance under the Sandringham, Frankston and freight lines to enable the Cranbourne and Pakenham line trains to travel via the new Metro Tunnel and connect with the Sunbury line.

These works include:
  • permanent realignment of the Cranbourne / Pakenham line and the Frankston line
  • a portal and decline structure connecting to the surface to the east of William Street
  • emergency egress shaft adjacent to Arthur Street
  • a reinstated and enhanced South Yarra Siding Reserve
  • a replacement bridge at William Street
  • a new pedestrian and cyclist bridge at Osborne Street connecting to the South Yarra Siding Reserve
  • retaining walls and embankments
  • reinstated roads and footpaths
  • a new promenade connecting South Yarra Siding Reserve to Chapel Street
  • a widened rail corridor, including retaining walls, lineside fencing and noise attenuation
  • reinstated civil works
  • relocation of utility services
  • works to Lovers Walk
  • track and civil infrastructure works, including traction power and signalling modifications, and
  • construction of a large detention tank below the South Yarra Siding Reserve.
The plan also describes the response to the Urban Design Strategy and relevant Environmental Performance Requirements, as defined in the Metro Tunnel Environmental Management Framework.

The draft Eastern Portal Development Plan only pertains to RIA works at the Eastern Portal. Other works in the Eastern Portal have already undergone a planning approval process and are not affected by this plan.

The Minister for Planning must approve the draft RIA Eastern Portal Development Plan before works covered in the Plan may commence.

Feedback is invited on the Plan from Monday 4 February 2019 until 5pm, Friday 22 February 2019.

Anyone may provide feedback on the draft RIA Eastern Portal Development Plan during the public display and comment period.
 
Please note, comments that relate to activities which are not included in the Development Plan scope will not be addressed as part of the review process.
