June 10, 2019Dear Program Director,The Workforce Investment and Opportunity Act (WIOA) requires that all state partner agencies, including adult education, report the cost of career and training services each program year. For adult education, there are three kinds of activities that constitute career services:
- Outreach, intake, and orientation
- Initial assessment (pretests)
- Referrals and coordination of services
I am writing to ask you to calculate the number of staff hours and determine the cost associated with each activity. We are reporting the costs associated with activities for all your students, not only for shared customers or for students with career goals.
Note that initial assessments are limited to pretests. However, all associated costs are to be included: planning, materials, and test administration, correcting, and data entry.
Outstation staff time is to be included in referrals and coordination of services.
