DEMP School, Transit, and Shuttle Bus RFI

This Request for Information (RFI) seeks to develop the Bus Replacement Initiative. The Department is requesting input from entities interested in replacing eligible school, transit, or shuttle buses with All-Electric, Alternative Fueled (i.e. CNG or propane), or more efficient diesel vehicles. Failure to complete and submit a completed RFI does not preclude interested entities from participating in this program. However, the data provided will help determine the scope of available funding and timing of projects.

Before completing the RFI survey, please read through the requirements below for the eligible EVCI projects as specified by the Final Trust Agreement. Please note that the maximum cost-share amounts allowable by the Department are listed below. However, the Department will set the actual cost-share during the development of the program after the RFI has closed.

Instructions

The scope of this RFI is related to School, Transit, and Shuttle Buses, as detailed under Eligible Mitigation Action "2" in Appendix D-2 of the Final Trust Agreement, and as defined below:

  1. Eligible Buses include 2009 engine model year or older class 4-8 buses. Class is based on Gross Vehicle Weight Rating (GVWR) and are as follows:
    • Class 4: 14,001-16,000 lb.
    • Class 5: 16,001-19,500 lb.
    • Class 6: 19,501-26,000 lb.
    • Class 7: 26,001-33,000 lb.
    • Class 8: > 33,001 lb.
  2. Eligible Buses must be Scrapped, which is defined as the following:
  3. Eligible Buses may be replaced with any All-Electric, Alternative Fueled (i.e. CNG or propane), or diesel vehicle.
  4. For Non-Government Owned Buses, the Department can fund up to the following amounts (the actual amount has not been decided):
    • Up to 75% of the cost of a new All-Electric vehicle, including charging infrastructure associated with the new All-Electric vehicle.
    • Up to 25% of the cost of a new Alternate Fueled (i.e. CNG or propane) or diesel vehicle.
  5. For Government Owned Eligible Buses, and Privately-Owned buses under contract with a Public School/Transit/Shuttle District, the Department can fund up to the following amounts (the actual amount has not been decided):
    • Up to 100% of the cost of a new All-Electric vehicle, including charging infrastructure associated with the new All-Electric vehicle.
    • Up to 100% of the cost of a new Alternate Fueled (i.e. CNG or propane) or diesel vehicle.

The Department is requesting information from interested Government and Non-Government entities that own and/or operate buses consistent with the definitions provided above. While it is not necessary to complete all sections or all questions within a section to provide value, please answer as many questions as you can. Please do your best to include information only on the units listed above.

As stated in the Florida Beneficiary Mitigation Plan, the Department will prioritize electric and alternative fueled options. No entity is required to complete this form. Failure to complete this form does not disqualify any entity from participating in any future mitigation programs. Completing this form is not a guarantee of participation in any future potential mitigation programs.
