Knoxville Regional Transportation Planning Organization - Human Services Transportation Coordination Plan

The Knoxville Regional Transportation Planning Organization (TPO) is re-visiting the Human Services Transportation Coordination Plan (HSTC Plan) of 2013.  The HSTC Plan is required by the Federal Transit Administration (FTA) and helps provide guidance into better coordinating human service transportation and provides direction on how FTA funding should be spent in the region.  A key element of the HSTC Plan is:
  • Identifying gaps in transportation services for the region and the development of strategies to address these gaps.
This survey will help provide input into the HSTC Plan and help re-affirm the previously identified strategies.  At the end, if you are interested, you can put in your email and we will keep you informed of the survey results and the completion of the Plan.  Thank you for completing the survey.

The following were identified in the 2013 Coordinated Plan as potential strategies to help seniors, people with disabilities, and/or people of low-income with greater transportation options.  An important role of the Plan is to be sure strategies are identified.  These strategies help determine what type of programs or projects get funded in the future.  Please rate each one based on whether you think the strategy is still important or not.  Please note, the term "demand response transit" refers to a type of transit service where a rider makes an advance registration and the service picks the rider up at their house and delivers them to the door of their destination (examples are Knox County CAC Transit, ETHRA or the KAT ADA LIFT service).

Expand the fixed-route KAT bus system farther out into Knox County.
Provide regular scheduled bus service that travels to different cities or counties within the region.
Provide more frequent service on the public transit system.

Explore ways to encourage wheelchair accessible taxis, Ubers, or Lyfts to the region.
