Early College Program designation applicants must consist of a partnership between at least one institution of higher education (IHE) and one K-12 high school partner. Partners must submit one application and must apply jointly under the signatures of the college or university president and the district superintendent/charter school leader.

9. The Departments will award designation to all applicants who fulfill essential elements of Early College program design and provide sufficient evidence that the program has enrolled students as defined by the Early College Designation Criteria, or that the applicant has developed all necessary infrastructure to begin enrolling students upon Designation. Note that this is not a competitive process as there is no cap on the number of designations, and that sustainable funding is not guaranteed.
